I think that NIR refers to Social Security number, but then what is NIA? (Also, is INS still INS in English?)

SSN / TSSN

My comment:

NIR = numéro d'inscription au répertoire => Social Security Number as unique, personal number (SSN)

NIA = numéro d'immatriculation d'attente => Temporary Social Security Number (TSSN)

ad NIA : NIA is converted into a NIR once it has been verified that there is no other identical NIR that has already been assigned.
This procedure takes about 10 months!
